송영길 국회 외교통일위원장을 비롯한 더불어민주당 소속 72명의 국회의원은 8일 안토니우 구테흐스 유엔 사무총장에게 서한을 보내 미얀마 군부의 폭력진압에 대한 유엔 안보리 차원의 공동성명과 결의안 채택 등 사태해결을 위한 적극적인 대응을 촉구했다.



송영길 위원장 등은 유엔 사무총장에게 보낸 서한에서 “1980년 5.18 민주화운동 당시 광주는 외부로의 통신이 차단되었고, 군부는 민주화 운동을 짓밟기 위한 계엄령 하에 시민들을 사살하고 강간했다”면서 “우리는 1980년대 대한민국의 민주화 운동과 그에 따른 군사적 폭력에 대한 경험을 바탕으로 미얀마의 문제에 대해 깊은 관심을 가지고 있다”고 공동서한의 취지를 밝혔다.



이들은 또 “1980년의 광주와 같이 미얀마 군부는 시민들의 통신수단을 차단하고 지속적인 사살을 자행하는가 하면, 심지어 부상당한 시위대를 치료하는 구급요원들에게 총격을 가하고 있다”면서 “우리는 미얀마 군부의 쿠데타를 민주주의에 대한 심각한 도전으로 규정하고 강력히 비난한다”고 말했다.



송영길 위원장 등은 “미얀마 군부의 잔혹함은 1988년과 2007년에도 있었다. 이번에도 다시 지나쳐서는 안된다”며 “여러 국가가 미얀마의 민 아웅 흘라잉 군 총사령관을 비난하고 있음을 알고 있지만, 본 사태를 해결하기 위한 유엔 안전보장이사회 차원의 공개 성명이나 결의안이 채택되지 않았다”고 우려를 표명했다.



이들은 “유엔 안보리가 미얀마의 치명적인 폭력 사태에 대응하기 위한 공동의 행동에 나서지 않을 경우 전 세계의 군사집단을 향해 민주주의와 국제적 질서를 무시하며 민주적으로 선출된 정부를 전복시키고 권력을 장악할 수 있다는 위험한 선례를 남길 것”이라면서, “UN 안보리가 미얀마에서 계속되고 있는 치명적 폭력 사태에 공개 성명과 결의안을 통해 신속히 대응하기를 강력히 촉구한다”고 말했다.



송영길 위원장 등은 “유엔 안전보장이사회의 역할은 국제 평화와 안보를 유지하는 것이며, 미얀마의 위기는 역내에 인도적 재난과 정치적 불안정을 초래할 것”이라며 “지금이야말로 유엔 안보리가 이러한 문제를 해결하고 미얀마와 전 세계의 민주화 운동에 대한 강력한 지지를 보여줄 때”라고 덧붙였다.



송영길 국회 외교통일위원장의 주도로 진행된 이번 공동서한은 유엔 사무총장 이외에 안보리 상임이사국인 미국, 중국, 러시아, 프랑스, 영국 5개 국가의 주UN대표부에도 전달했다.

(Seoul) - Today, the seventy-two Democratic members of the National Assembly of the Republic of Korea, led by Assemblyman Song Young Gil (Chairman of Foreign Affairs and Unification Committee) sent a letter to UN Secretary-General António Guterres to urge the UN Security Council to adopt a new resolution to address the issue of ongoing brutal suppression in Myanmar.



In the letter addressed to the UN secretary-General, the Democratic members explained their reason for drafting this statement: “As members of the Democratic Party of Korea, we care deeply about this issue due to our past experiences with democratic movements and the subsequent military violence from the 1960s to 1980s in South Korea. Especially the May 18 Gwangju Democratisation Movement shares many similarities with the current situation in Myanmar.”



The letter pointed out that there has not been any public statement nor resolution by the UN Security Council despite the ongoing military brutality by Myanmar’s armed forces against its people, “We strongly condemn the coup d'état of Myanmar's military as a serious challenge to democracy. While we acknowledge that several nations are condemning Myanmar's military commander-in-chief Min Aung Hlaing, we underline that there have not been any public statements or resolutions by the UN Security Council to address this issue.”



The seventy-two Democratic members of the National Assembly expressed the concern that “if the UN Security Council fails to jointly act in response to the deadly violence in Myanmar, it will leave a dangerous precedent for other military groups in the world, namely that they can simply disregard democracy and the international order to overthrow a democratically-elected government and seize power.”



As such, they strongly urge the UN security council to address the issue of deadly violence in Myanmar through public statements and resolutions. The letter was also sent to the five permanent representatives at the United Nations--China, France, Russia, UK, US.
